Senator John D. (Jay) Rockefeller poses with the 1985 United States Senate Youth Program delegates from West Virginia. Created in 1962 by Senate Resolution 324, the annual program gives two high school students from each state the opportunity to participate in a week-long immersive experience in Washington, D.C. that focuses on public service, leadership, and learning about the interrelated components of the federal government.

Senator John D. (Jay) Rockefeller stands with the two West Virginia delegates to the 1987 United States Senate Youth Program. This prestigious program and the scholarship associated with it are run by the Hearst Foundations and give two high school students per state, per year the opportunity to attend a week-long Washington program that fosters experience-based knowledge of the Senate and federal government and promotes public service and leadership.
